Transportation Services Rider Guidelines

To help ensure safe and comfortable transportation for all passengers, please follow these guidelines:

• Do not tamper with the vehicle or transit equipment, as it may be needed to assist you or another rider in an emergency.
• Pets must be in a proper carrier. Service animals are not considered pets and are always welcome.
• Riders are expected to maintain reasonable hygiene so that travel is safe and comfortable for everyone. Passengers will not be denied service solely due to disability-related appearance or odor, unless it creates a direct threat to the health or safety of others.
• Please be courteous with the driver and other passengers. Disruptive or threatening behavior, including abusive or profane language directed at others, will not be permitted.
• The use of tobacco, alcohol, or illegal drugs is prohibited on board.
• Food and drinks must be in closed, spill-proof containers. Eating on the bus is discouraged, but medical exceptions will be made if needed using the reasonable modifications process (for example, for managing diabetes).
• To make room for all riders, drivers may need to limit the number of bags or packages brought on board.
• For everyone’s safety, please wait until the vehicle has come to a complete stop before approaching or speaking with the driver.
• Riders may request reasonable modifications to policies and procedures to ensure equal access to service. Requests will be granted unless they create a direct safety threat, fundamentally alter service, or are not operationally feasible.
• Service may only be suspended or refused if a rider poses a direct threat to safety or engages in serious, repeated disruptive behavior that cannot be reasonably accommodated. In such cases, riders will be provided notice and the opportunity to appeal any suspension decision.
Important: Some behaviors may be related to a person’s disability. KCSCC will make reasonable modifications to policies to ensure individuals with disabilities are not unfairly excluded from service. Passengers may only be suspended from service if their conduct results in a direct threat to safety or causes serious, repeated disruptions that cannot be reasonably accommodated.

Suspension for Policy Violations

Passengers who engage in conduct that presents a direct threat to health or safety, or who create serious, repeated service disruptions, may be subject to suspension from service.
Before any suspension takes effect, KBSCC will provide:
1. Written notice of the proposed suspension, including the reason.
2. An opportunity to be heard (the rider may explain their side of the issue).
3. An appeal process with review by the General Manager or designee, as required by ADA regulations.
